MINUTES OF A MEETING OF CHADDESLEY CORBETT PARISH COUNCIL
Held on Monday 7 February 2005
at the Chaddesley Corbett Village Hall

A representative of the Police did not attend the meeting.
5. CLERK'S REPORT ON ITEMS RAISED AT PREVIOUS MEETINGS
5.1 Parish Plan
The results leaflet had been published by the Steering Group and sent to every household in the Parish, as well as those representing public authorities, the police, and local clubs and associations. The Steering Group had requested suggestions and comments from the Parish Council. The Parish Council congratulated the Steering Group on the professional presentation and factual information and requested that they submit a progress report on preferably by the next Parish Council meeting.
5.2 Broadband
The Clerk reported difficulty in getting connected at home. It was agreed that enquiries would be made into setting up a Parish Council web-page.
5.3 Freedom of Information Act 2000:
A letter from the office of the Deputy Prime Minister had been received which authorised the Clerk and the Chairman under Section 36 of the Act to exclude items for  disclosure where that information would, or would be likely to, inhibit:
    The free and frank provision of advice, or
    The free of frank exchange of views for the purpose of deliberation, or
    The effective conduct of public affairs
5.4 Quality Status
Most of the conditions for entry would shortly be met and an application could be made after the next Parish Council elections in May 2006.
5.5 Worcestershire Core Waste Management: Minutes of the meeting had been received and were an accurate record of the meeting.
6. MATTERS FOR DISCUSSION/DECISION
6.1 Annual Parish Meeting: The Village Hall was not available on the provisional date of 13 April 2005 and it was agreed that the Clerk would provide alternative dates at the next meeting.
6.2 Chaddesley Corbett Village Hall Representatives: Cllrs Mr H Grove, Mrs P Pardoe and Mr D Spencer, Mrs V Adams confirmed their willingness to remain as Representatives on the Village Hall Committee.
6.3 Mobile Skateboard: Notification received that a portable unit was available for use in the Parish on a 4 hour basis. Erection and dismantling would be carried out by the District Council, and a tarmac surface was required. Details would be published in the Parish Magazine and if anyone wished to make use of this service they should contact the Clerk.
7. ITEMS FOR INFORMATION/CONSULTATION
7.1 Temporary Closure Notice - UC13605 Tanwood Lane/Woodgate Green Lane, Chaddesley Corbett – from its junction with C2059 Woodcote Lane to Astwood - Work part of a carriageway repair commencing 3 weeks from 14 February 2005 – 3 day duration.
7.2 Comprehensive Performance Assessment (CPA) Congratulations were extended the Wyre Forest District Council for its achievements.
7.3 Highways Partnership: Temporary secondment of an officer from Wychavon Highways was noted. Enquiries should be made via Cllr Mr S Clee in the interim.
7.4 Parish Forum – Thursday 21 April 2005: to be held at the Town Hall, Kidderminster Agenda items to include:
    Progress on Parish Plans
    Affordable Housing
    Letter from Kidderminster Foreign Parish Council regarding Wyre Forest Area CALC
    Police Consultative Committee - Cllrs Mr C Rowberry, Mr H Grove, Mr D Spencer and Clerk would attend.
7.5 Glebe Land: It was suggested that the Parish Council should purchase part of the allotment site for a future community project. It was agreed that a decision would be deferred until completion of the Parish Plan when priorities could be established. It was suggested that this should be included on the Agenda for a future Parish Meeting.
8. CHAIRMAN'S REPORT:
8.1 Emergency Planning
Cllr Mr R Higgins gave a detailed report following a meeting he had attended which highlighted how ill prepared the County was for an emergency and the possible refugee problem which might result. He called for local volunteers to help co-ordinate an early response team, particularly those with medical and first aid skills.
8.2 Fly Tipping
Several incidents of fly-tipping were reported which would be notified to the District Council. A spate of advertising notices had also been noted on the highways.
8.3 Affordable Housing
Cllr Mr J Swift asked the Chairman for an update on the current situation, and referred to an exchange of correspondence between Dr. Taylor MP and the District Council. The Chairman and the Clerk were unaware of such correspondence and were unable to comment. It was suggested that the matter should be investigated by the Executive Committee when this correspondence is produced and after full consultation with the Council’s professional advisors.
9. REPORTS FROM COUNCILLORS REPRESENTING OUTSIDE BODIES:
9.1 Village Hall Committee: It was reported that a recent fund raising event had raised £877. The disabled stair lift was now operative.
9.2 Chaddesley Corbett Village School: Nothing to report.
9.3 Charity Trusts: Nothing to report.
10. REPORT FROM DISTRICT COUNCILLOR:
10.1 Cllr Mr S Williams reported that the railings in front of 11 Church View had been temporarily removed by a builder with permission from the District Council, whilst renovation of the property takes place. A skip would be placed on the front garden, but the retaining wall will be re-built and the railings returned on completion of the work.
10.2 Cllrs Mr Clee and Mr Williams will be holding a surgery at Stone Parish rooms on Saturday 19 February at 9.30 – noon.
11. REPORT FROM COUNTY COUNCILLOR:
County Cllr Mr S Clee had forwarded information regarding Tandy’s Lane and the passing places which were full of mud and debris. The District would be asked to sweep the carriageway and the Service Road at Mustow Green. Hedgerows in Tandy’s lane would be cut by March to tie in with the nesting season. Gully cleansing would be undertaken shortly.
12. WORCESTERSHIRE COUNTY ASSOCIATION OF LOCAL COUNCILS:
CALC information sheet had been circulated.
13. FINANCIAL REPORT
13.1 The Clerk presented a statement of receipts and payments which was unanimously approved.
14. ALLOTMENTS: Nothing to report.
15. BURIAL GROUND: Nothing to report
16. PARISH PATHS SCHEME: Report from the Footpaths Warden for January:-
16.1 Reports Received:
    Electric fence across path and stile investigated, identified, actioned with Landowner removing or insulating.
    Walkers with dogs running lose and not adhering to paths. Countryside Access leaflet delivered and extra signs ‘dogs must be on lead’ installed.
    Two highway signposts damaged/vandalised – temporary signs installed whilst awaiting repair
    Further request from member of Historical society for information and update of ‘Steps into History’ – now completed.
    Fly tipping on Drayton Road layby. Helpful if vehicle registration numbers could be obtained by anyone witnessing fly tipping.
16.2 Paths Walked: 15 x 100%.
16.3 Work Actioned and Completed:
    Footpaths 45, 53, 71 and 70A strimmed, undergrowth and overgrowth cleared around stiles and bridges.
    Footpath 53 damaged signpost removed and replacement installed.
    Footpath 71 WM Post installed with junction 70a.
    Footpath 86 vandalised signpost repaired and replaced.
6 Volunteer hours in January.
16.4 Training:
    Volunteer attended training on hedge laying which was practical, informative and enjoyable.
    Would be attending training day on Parish Paths Essentials.
16.5 General:
    Nothing to report on possible ‘lost path.
   Priority List/Parish Review – forms and booklet forwarded for information
    ‘Open Access’ leaflet available. Identified/mapped region by region, Area 7 to be available Autumn 2005. ‘Open Access’ is only applicable to mountain, moor, heath, downland and common land, or land specifically designated by the land owner. No common land in the Parish, or any of the other designated categories. Therefore, only footpaths and bridleways are available to walkers and riders using Public Rights of Way, unless special permission has been given by the land owner. Leaflets are available.
16.6 Account: An invoice for £125 plus VAT was approved for payment.
The Parish Footpaths Warden was congratulated on a very comprehensive report and thanked or all her hard work on behalf of the Parish Council.
17. LENGTHSMAN SCHEME
First account was submitted and approved for payment. It was noted that the time taken on the work sheets had to be doubled as two operatives undertook the work.
There had been a few misunderstandings with regard to boundaries of the parish but these had now been sorted out for the future. Instruction No. 2 issued and some work requested on Woodrow. Members of the public were encouraged to report to the clerk any problems they encounter with regard to maintenance issues.
18. HIGHWAYS ISSUES: None

19. ITEMS FOR NEXT MEETING - Monday 7 March at 7.30 p.m.
   Gypsy’s and Travellers – new legislation.

The Parish Council declare that at the time of signing these Minutes
they were a true and accurate record of what had taken place during the meeting
