MINUTES OF A MEETING OF CHADDESLEY CORBETT PARISH COUNCIL
Held on Monday 3 October 2005
at the Chaddesley Corbett Village Hall at 7.30pm

Present: Councillors: Chairman, Mr C Dodge, Mrs S Holding, Mr D Spencer, Mr H Grove, Mrs P Pardoe, Mr J Swift, Mr J Millington, Mrs V Adams, Mr C Rowberry, Mr M Gibbs,

4. REPORT BY WEST MERCIA POLICE:
Senior Officer N Norgrove had reported verbally to the clerk that 2 arrests had been made following a burglary on Briar Hill two weeks ago. A problem with a dog in the Village was being sorted out, and some farm implements had been stolen from a property in Tanwood Lane, which was being investigated. Due to extra activity in the Parish there had been a drop in crime in the area.

5. CLERK'S REPORT ON ITEMS RAISED AT PREVIOUS MEETINGS
    5.1 Park Lane, Harvington
Cllr Mr S Clee had been asked to report on the current position, following advice from Worcestershire County Council Highways Partnership that the project was on the list of County Schemes, but was considered to be low priority. Funding had been available from several sources and this information was passed to Cllr Mr Clee. No report had yet been received.
    5.2 Tandy’s Lane: Overgrowth had been cut back under the Lengthsman Scheme. Total cost was £77.17; maximum cost to the Parish Council 50%. Letter of satisfaction received from resident.
    5.3 Annual Report: Almost complete. Cllr Mr M Gibbs arranging for preparation, copying, stapling, enveloping and postage. Advance payment to cover costs made.
    5.4 Briar Hill – Road Condition: Cllr Mr S Clee invited to inspect and report to Parish Council. Meeting to be arranged with Highways Partnership to discuss this and other outstanding issues.
    5.5 Local Development Framework: Consultation documents from District Councils in the area. Draft documents received too late to respond, but new consultation document now received. Executive Committee to study and report.
    5.6 CALC Consultative Committee: Cllr Mrs Carole Lewis appointed.
    5.7 Environment & Economic Regeneration Policy & Scrutiny Panel: Noted.
    5.8 Minerals & Waste Development Framework and Waste Core Strategy for Worcestershire: Draft statements studied by Cllr Mr H Grove who reported that workshops had been arranged in the process of community involvement, but there was nothing further to add to his previous paper on this subject. Cllr Mr Grove could not find anything complimentary to say about this document; there was nothing in it about the handling of waste nor development of mineral resources in the County, and he questioned whether the money was being spent to the best advantage.
    5.9 Bromsgrove District Council: As part of the community involvement process the Council had been invited to comment on their strategy for affordable housing. It was felt that the Parish Council should not respond as it was outside their District.

6. MATTERS FOR DISCUSSION/DECISION
    6.1 Planning for Gypsy and Caravan Sites: Policy document obtained from Wyre Forest District Council. Agreed to ask Cllr Mr R Higgins to study and advise the Parish Council on its own internal policy.
    6.2 Allotment Land: Request for ‘agreement in principle’ to releasing tenancy on proposed land acquisition for affordable housing. The Parish Council were not prepared to consider this proposal at this time, and the clerk was asked to just acknowledge receipt of the letter. It was felt that legal advice would be required before further consideration could take place.

7. ITEMS FOR INFORMATION/CONSULTATION
    7.1 West Midlands Regional Spatial Strategy: Noted.
    7.2 Worcestershire Provisional Local Transport Plant 2006-11: Noted.
    7.3 Wychavon District Council – Planning and Compulsory Purchase Act 2004. Noted.
    7.4 Rushock Parish Council Minutes: Noted.
    7.5 Cost of Parish Council Elections 2006: Noted, but queried. Clerk to investigate.
    7.6 Wyre Forest District Council – Chairman’s Advent Carol Service 2005 27 November St Cassians Church. Noted.

8. CHAIRMAN'S REPORT:
    8.1 Bus Shelter – Briar Hill: Despite several approaches, only one quote had been obtained for repairing the bus shelter. In the absence of any other quotations, the Chairman was instructed to commission the work at a cost of £260 from a local builder. This work was urgently required in order to avoid an injury to passing pedestrians. The building had been damaged by children who had been seen on top of the bus shelter kicking off the coping stones. Residents were asked to be vigilant against vandalism and to report such incidents to the Parish Clerk, and if possible take photographs. These would be investigated and appropriate action taken.

9. REPORTS FROM COUNCILLORS REPRESENTING OUTSIDE BODIES:
    9.1 Village Hall: The new floor was complete to a high standard. A fund raising event would take place on 4 October to provide funds for improvements to the car park.
    9.2 Chaddesley Corbett First Endowed School: Cllr Mr C Rowberry thanked everyone for attending the Public Consultation on Friday 29 September 2005, which had been well supported with satisfactory and positive feedback. The architects would now analyse the results prior to a meeting with planners later this week; a full report on the findings would be published in the Parish Magazine.
    The District Council had indicated that re-building on the present school site was their preferred option, but Worcestershire County Council and the Education Foundation did not feel this was practical in view of the restriction on land available, difficulties of re-building whilst the school was open and parking problems. Cllr Mr J Swift said that some residents felt that a decision had already been made and it was therefore important that all the results of the survey were open to scrutiny. It was confirmed that these would be published by the architects. Cllr Mr J Swift said that a new school would have a considerable impact on the village and no decision should be taken before the Parish Plan had been published. A new additional survey would shortly take place and the results of this should be available towards the end of the year. Cllr Mr C Rowberry said that £40,000 had already been spent on architects fees and they could not afford to wait for the Parish Plan to be published if the school was to be ready by 2007.
    Cllr Mr C Rowberry asked the Parish Council to support the Education Foundation’s proposal to seek an alternative site. A motion was proposed and seconded, the vote taken, and the motion was passed with a vote of 8 for, 1 abstention and 1 against. The clerk was therefore asked to prepare a letter indicating the Parish Council’s support for an alternative site for the school.

12. WORCESTERSHIRE COUNTY ASSOCIATION OF LOCAL COUNCILS:
    12.1 Training event for Councillors and Clerks – Noted.
    12.2 Clerk’s Gathering 3 November 2005 – agreed Clerk should attend.

13. FINANCIAL REPORT
    13.1 The clerk presented each Councillor with a copy of the Receipts and Payments schedule for the period 1 April to 30 September 2005. A schedule of receipts and payments in respect of the burial ground was also tabled, which showed a deficit for the half year of £1,797, after taking into account expenditure in 13.2 below.
    13.2 Receipts and Payments. A schedule of receipts and payment was tabled and approved for payment, as follows:

13.3 Account balances were notified to the Parish Councillors.

14. ALLOTMENTS:
14.1 The Chairman thanked Cllr Mr Rowberry for topping the allotment land, free of charge, for the Parish Council. However, it was felt that the Leylandi trees would need to be removed to return the land to its original use as allotments. Cllr Mr Rowberry had obtained several quotations to include £800-900 to cut them down and a further £650 to remove the stumps. It was felt that the roots should be removed and equipment would need be hired to do this at an approximate cost of around £400. A proposal was made, seconded and unanimously approved to proceed with this course of action as the cheapest option. Cllr Mr Rowberry offered to remove the trees from the site.
Residents present at the meeting were consulted and generally had no objection to removal of the trees, but it was decided to place a notice at both ends of the allotment site indicating that removal of the trees would take place after 16 October if no objections were received.

16. PARISH PATHS SCHEME: Report from the Footpaths Warden for September:-
    16.1 Reports Received/Actioned - 2:

        · Request to monitor footpath 90 (A448-Churchyard) to facilitate the ‘walking to school’ programme.
    16.2 Paths walked 10.    Highway access checked 10 (Site meeting with landowner.)

    16.5 Work Actioned and Completed: 60 metres of path clearance and heavy impassible undergrowth. Monitoring and strimming of churchyard path.
    16.6 General:
    16.1 Steps into History – second edition now ‘hot off the press’ Acknowledgement of Parish Footpath Warden’s contribution.
    16.2 Fly tipping booklets – available from Wyre Forest District Council. Telephone Angela Preece on 01562 732921. 16.3 2005-2006 grant of £1,193 now received by clerk. Banked by Worcestershire County Council on 9 September 2005, but BACS advice dated 15 July 2005. ‘Furniture’ ordered April, promised for delivery mid- October. County Access Officer promised to investigate delays.
    16.7 Account: £89 plus VAT was approved for payment.

17. LENGTHSMAN SCHEME
· Instructions 8-12 not yet actioned. Should be completed shortly. 
· Instruction 13 issued to clear footpath along A448 from Mustow Green.
· Instruction 14 issued to cut verges along Woodrow.

18. HIGHWAYS ISSUES: Nothing new.
