MINUTES OF A MEETING OF THE
CHADDESLEY CORBETT PARISH COUNCIL
PLANNING COMMITTEE
Held on Monday 9th May
at the Chaddesley Corbett Village Hall


Present:

2. MINUTES OF MEETING held on 9 May 2005 were approved and signed.
3. REPORT ON ITEMS RAISED AT PREVIOUS MEETINGS:
3.1 Affordable Housing
A letter had been received from West Mercia Housing Association following the Parish Council’s enquiry regarding moving the bungalows from the Doctor’s Surgery site to The Hemmingway. We were advised that it had not been possible to pursue the Doctor’s Surgery site and therefore all 15 properties would be built on the site off the Hemmingway.

6. CORRESPONDENCE/OTHER INFORMATION RECEIVED: None
7. PREVIOUS PLANNING APPLICATIONS APPROVED/REJECTED:
7.1 Brook Cottage, Hill Pool - Conservatory: Refused on the grounds that the development would result in a disproportionate addition over and above the size of the original dwelling. Cllr Mr H Grove had attended the site visit and felt that this ruling could create a precedent in that development could occur over many hundreds of years. It was agreed that a letter of protest should be sent to the Planning Department.
7.2 The Coach House, Tanwood Lane: Approved change of use to offices. Concern was expressed that recommendations regarding highways and safety issues had been ignored. Again, it was felt that a letter should be sent to the Planning Department.
7.3 Drayton House - Various Alterations: Refused. Concern was expressed that internal alterations had not been allowed, including those in the cellar. It was felt that this should also be raised with the Planning Department.
7.4 The Alms House, Worcester Road, Harvington: Refused. It was understood that this application would go to appeal.
7.5 Holly Lodge, Mustow Green: Boundary wall - Approved.
8. PLANNING APPLICATIONS FOR CONSIDERATION
8.1 Drayton House - Reorganisation of soil and rainwater pipes: No objections 8.2 Kingscote Farm Barn: Removal of Condition No. 3 which restricts rental of the properties: No objections.
8.3 Brook House, Hemmingway: Extensions and alterations: No objections subject to protection of privacy and amenities of adjacent properties.
8.4 Deansford Farm Outbuildings, Blakedown: No objections subject to a waste management appraisal.
8.5 The Croft, Blakedown: No comment - outside the Parish.
8.6 The Hemmingway, Chaddesley Corbett: Affordable Housing
Whilst supporting the concept of affordable housing in the Parish, The Parish Council could not support this application at this time, as they required further information on the following main issues, and many other planning issues:
    The Parish Council had been promised full consultation on this planning application, but the original proposal for 5 bungalows on the Doctor’s site and 10 houses on the allotment site had been changed without consultation.
    They were therefore not in possession of the reasons for this change, and advantages or disadvantages of the new proposal.
    They had not seen an Highways Appraisal of the access via the Hemmingway, or an assessment of the impact this development would have on other houses in the area.
    They had not been provided with an update of the housing needs survey, or any information to enable them to assess whether the development is adequate for the needs of the parish, or whether it addressed their main requirement of affordable housing for purchase for qualifying first time buyers.
    It was understood that the allotment land had been purchased for a nominal sum and the Parish Council were therefore unable to equate the suggested purchase price of the house of around £150,000, when the NHBC suggests that affordable housing should be in the region of £120,000. It was felt that this higher price would not encourage first time buyers and favoured lettings rather than part-purchase schemes.
    It was understood that a Section 106 Agreement could be rescinded after a few years, and if this was the case, they needed assurance that these houses would not be treated as any other community housing in the future.
    An official letter confirming that a representative of the Parish would be involved in the allocation process for these properties had not been received.
    There was a tremendous amount of concern from residents about this development and in particular this site, and these concerns need to be addressed.
    There were concerns about proposed ‘speed bumps’ along the Hemmingway, as there is no street lighting in the Parish, or a desire for any.    
   
A copy of the detailed drawings and plans was requested for each member of the Parish Council.
    An extension for further consideration of this application was required and it was agreed that a special Paris h Council meeting would be called and Planners, Architect, Housing Association representatives would be asked to attend. The Clerk would arrange this as soon as possible, preferably before the next Parish Council meeting.
8.7 The Barns, New House Farm, The Holloway: Demolition of existing modern barns and conversion of barns to three dwellings, including new vehicular access and parking. No objections subject to landscaping, highways appraisal, consideration of public footpath, and barns policy.
