MINUTES OF A MEETING OF CHADDESLEY CORBETT PARISH COUNCIL
PLANNING COMMITTEE

Held on Monday 5 September 2005
at the Chaddesley Corbett Village Hall at 7.30pm

Present: Chairman, Cllrs Mr J Swift, Mr C Dodge, Mrs S Holding, Mrs V Adams, Mr R Higgins, Mr D Spencer, Mr H Grove, Mrs P Pardoe, Mr C Rowberry,

Members of the public also attended the meeting.

1. APOLOGIES: Cllrs Mr J Millington (wife’s illness); Mr M Gibbs (holiday)

2. MINUTES OF MEETING held on 4 and 11 July were approved and signed.

3. REPORT ON ITEMS RAISED AT PREVIOUS MEETINGS:
3.1 Letter from Nexus Housing re allocation of affordable housing: A letter from Liz Staveley of Nexus Housing had been circulated, together with draft notes on the suggested criteria and allocation policy for letting and allocation of rural affordable housing. The Parish Councillors were still not satisfied about notification of lettings and requested further consideration by Nexus Housing. It was agreed that a representative of the Parish would be appointed to the committee to help formulate the policy and that names should be put forward for consideration at the next meeting.

6. CORRESPONDENCE/OTHER INFORMATION RECEIVED:
A complaint had been received from a resident and had been dealt with in accordance with the Complaints Procedure.

7. PREVIOUS PLANNING APPLICATIONS: REJECTED:
    7.1 ‘Honeygate’, Tanwood Lane, Bluntington – permission to fell Beech tree - refused.
    7.2 Drayton House, Drayton – Alterations to existing cellar – Approved.
   7.3 Bradford House Farm – New vehicular access to farm yard –

APPROVED
    7.4 Rosevine, Tanwood Lane, Chaddesley Corbett – Installation of three additional roof lights – Refused.
    7.5 Holmbrook, Bromsgrove Road, Chaddesley Corbett – Two storey extension and bay window – Approved.
   7.6 Drayton House, Drayton – Remove fireplace and replace with timber panelling; reorganisation of soil and rainwater pipes– Listed Building Consent
   7.7 40 Briar Hill, Chaddesley Corbett – Dormer Windows – Approved
   7.8 The Barns, New Home Farm, The Holloway – conversion of barns to three dwellings – Approved and Listed Building Consent.

8. PLANNING APPLICATIONS FOR CONSIDERATION 
The following applications had been considered by the Executive Committee
    8.1 Mill Cottage, Drayton – two storey extension – No objections
   8.2 Pound House, Drayton Road – two storey and single storey extension – Queried size of development in relation to original footprint; suggested Highways appraisal; replacement trees.
   8.3 Barn Cottage, Clattercut Lane – grazing of horse and stable – No objection, subject to waste management plan

New Applications
   8.4 Land between 14 and 16 Briar Hill, Chaddesley Corbett – New house. The Parish Council felt that the proposed development was too large and would be detrimental to adjacent properties.
   8.5 Land adjacent Tanwood House, Bluntington – agricultural building The Parish Council could not support this application, which they felt was excessive for the proposed use. A full agricultural appraisal should be undertaken prior to proceeding with the application. Access from the highway should also be investigated. It was noted that a bridleway and public right of way ran through the site.
   8.6 Land adjacent Tanwood House, Bluntington – change of use to land for keeping horse and stable block. See above.
   8.7 The Pound Stables, Bluntington – detached single garage with associated garden storage. The Parish Council objected to this application as they felt the design was disappointing, and a more modest structure should be considered. A full Highways appraisal should be carried out before this application is progressed.
