CHADDESLEY CORBETT PARISH COUNCIL
Held on Monday 5 September 2005
at the Chaddesley Corbett Village Hall at 7.30pm

4. REPORT BY WEST MERCIA POLICE:
Senior Officer N Norgrove and PC Richard Drewett attended the meeting and
reported that the last two months had been relatively quiet. There had been
on-going thefts from vehicles and more recently diesel/petrol, airbags and
steering wheel assemblies. The Police asked everyone to be vigilant because
recent police activity might displace thieves into other adjacent areas. The
Neighbourhood Watch should be informed. The police had received reports that
school traffic might be disrupted and they warned that they would monitor the
situation and would take whatever steps were necessary to ensure the free flow
of traffic through the village, and would deal with anyone who obstructed the
highway.
5. CLERK'S REPORT ON ITEMS RAISED
AT PREVIOUS MEETINGS
5.1 Park Lane, Harvington: Letters received
from Wyre Forest Highways Partnership indicating that although this work was
programmed, it was low priority due to funding restraints. The Parish Council
felt this was unacceptable as more than 5 years ago the work had been agreed and
100% funding was available.
The Clerk was asked to write to Stephen Clee indicating the sources of that
funding and asking him to personally intervene to progress this matter, which
was now urgent due to subsidence of the road.
5.2 Parish Council Web-Site: Name had been registered and was
now operative. Cllr Mr H Grove would voluntarily maintain the web-site for the
Parish Council and all relevant information should be sent to him for inclusion.
The Parish Council thanked Cllr Mr Grove for his input. It was noted that
Chaddesley Corbett came second in IT in the recent Village of the Year
Competition, the winner being Martley.
5.3 Tandy’s Lane: Some clearance had been carried out under
the Lengthsman Scheme. The land owner had been traced and contacted.
5.4 X33 Bus Service: Agreement had been reached with St
Cassians PPC to use the notice board by the Lychgate until further notice. In
order to encourage residents to use the service, bus timetables would be printed
in the Parish Magazine and in the Annual Parish Report.
5.5 Parish Notice Boards: In hand.
5.6 Speedwatch: Noted; Parish Council disappointed with
response from West Mercia Police, although traffic monitoring was taking place
at present.
5.7 Millennium Planter: The WI had offered to maintain the
planter, and their offer was accepted with thanks. Thanks were extended to Cllr
Mr C Rowberry who had previously donated plants.
6. MATTERS FOR DISCUSSION/DECISION
6.1 Planning for Gypsy and Caravan Sites: Agreed to ask Wyre
Forest District Council for their emergency procedures which, together with
those obtained from the NJU, could be used to formulate a Parish Council policy.
6.2 Older People’s Housing Care and Support Strategy:
Noted.
6.3 Town & Parish Standards – Consultation Document
from Standards Board: It was noted that of the 3861 allegations received, only
32 had been referred to the Adjudicators Panel.
6.4 Local Development Framework Consultation: Wyre Forest,
Bromsgrove, Wychavon District Councils. It was noted that these had been
received during the summer recession and it was now too late to respond. The
clerk was asked to find out why more time had not been given for consultation,
and if the dates could be extended. The papers were distributed to Councillors
who would study them and respond after advice from the Clerk.
6.5 NALC Consultation Paper on Public Telephones: It was
noted that telephone cards would be adopted instead of cash payments.
6.6 Vacancy on CALC Consultative Committee: Cllr Mr D Spencer
was nominated.
6.7 Environment & Economic Regeneration Policy and
Scrutiny Panel: Again, inadequate notification had been given to respond. The
clerk was asked to write to Clare Eynon of Wyre Forest District Council Planning
Department.
6.8 Minerals and Waste Development Framework Draft Statement
of Community Involvement: Consultation document passed to Cllr Mr H Grove for
study and report back to next meeting.
6.9 Sharelink: Noted.
7. ITEMS FOR
INFORMATION/CONSULTATION
7.1 Worcestershire Vehicle Share Scheme: Noted
7.2 Dial a Ride Scheme: To be published in Parish Magazine.
7.3 Annual Report: Draft circulated. Further input required
ASAP. Cllr Mr M Gibbs would print, collate and post copies to each resident,
after approval of further draft. The Parish Council authorised a payment of
£750 for the cost of this work.
8. CHAIRMAN'S REPORT:
8.1 Bus Shelter – Briar Hill: Agreed to obtain quotes from
local builder.
8.2 Benches – Briar Hill: Emergency repair work authorised
8.3 Emergency Planning: Cllr Mr R Higgins reiterated the
desire for emergency planning procedures in the area.
9. REPORTS FROM COUNCILLORS REPRESENTING
OUTSIDE BODIES:
9.1 Village Hall: The wooden floor had been completely
replaced and the old materials sold by e-buy. Special events alcohol licence
being obtained. Clerk indicated that Parish Council meetings could not be held
on licensed premises and was asked to seek guidance from CALC.
9.2 Chaddesley Corbett First
Endowed School: Cllr Mr C Rowberry said there was nothing further to report
since the notice in the Parish Magazine, but a full open Consultation meeting
would be called for 30 September so that residents could give their views on
recent proposals. The meetings would be held at the school between 3.30
and 6.30 p.m. He requested everyone’s co-operation to keep the flow of traffic
through the village during school opening and closing times to enable children
to get to school safely, especially at a stressful time when some children would
be attending school for the first time.
Cllr Mr J Swift asked if proposals for a new school could be delayed until the
Parish Plan had been published to ensure everyone’s view was taken into
consideration. The Parish Plan had been delayed due to major events in the
Parish, one of which was the proposed new school.
Trustees felt that as full consultation would take place this would adequately
ensure residents views were considered, but further delays would increase
traffic problems in two years when the school was expanded to take up to 210
pupils.

12. WORCESTERSHIRE COUNTY ASSOCIATION OF LOCAL
COUNCILS: No information.
13. FINANCIAL REPORT
13.1 Audit - The Parish Council had received an unqualified
audit opinion from Clement Keys.
13.2 Receipts and Payments. A schedule of receipts and
payment was tabled and approved:
13.3 Account balances were notified to the Parish Councillors.
14. ALLOTMENTS:
14.1 Three requests for new allotments had been received. The
Chairman undertook to arrange a site visit to allocate an area for additional
allotments.
14.2 Rent invoices were now due for the period April
2005-March 2006.
15. BURIAL GROUND:
15.1 New concrete paths had been completed satisfactorily.
15.2 Three memorial applications were approved.
16. PARISH PATHS SCHEME: Report from the
Footpaths Warden for July/Aug:
16.1 Reports Received/Actioned - 6: · 4 paths overgrown (not
entirely substantiated) · Gates locked (walker taking incorrect route due to
overgrowth on stile (now cleared) · Path not defined through meadow (not a
requisite) · Fallen tree on path (Dodford path – advised to Worcs CC) ·
Motorised vehicles moving across paths – will erect temporary warning notices
· Unsafe bridge (already reported to Worcs CC 3 months ago/await action) plus
fallen tree on path.
16.2 Paths walked. Highway access checked 25
16.3 Volunteer Hours: 10 Including 4 stiles cleared and 2
sets of steps.
16.5 General: Noted that promised grant not yet received. PPW
would not take bursary due to reduced Grant available. Furniture order from
April not yet received.
16.7 Account: £170 plus VAT was approved for payment,
Footpath 29 footpath cleared; removal of 3 fallen/overhanging trees; heavy
surface and undergrowth clearance of 10 paths; new way-mark post installed.
17. LENGTHSMAN SCHEME
· Instructions 8-12 issued. · Clearance work needed on the Holloway. ·
Additional grass cutting work undertaken
18. HIGHWAYS ISSUES:
18.1 Road Bottom Briar Hill: In urgent need of resurfacing.
